Summary The Government of Guinea used Innovatrics Face Recognition system for its elections. Supporting the ID4Africa Movement to establish identity-for-all, Innovatrics has presented how deploying its proprietary face recognition technology benefited the recently concluded Guinea elections.

According to Innovatrics Head of Government Solutions, Matus Kapusta, a complete solution was designed to uphold the ‘one man, one vote’ principle. Two problems were specifically addressed: voters with 2 valid voter’s cards and children registered on voter’s lists.

Through a face recognition upgrade, the biometric registry solution could perform 1-to-all facial identification for every voter, include face and fingerprints in the biometric voter profile, and conduct an extra identity check inside the same voting center. The detected duplicates were then removed to prevent multiple voting.

After checking for duplicates, the photos in the registry were also analyzed by the AI to identify minors. Every voter gets a ‘minor score’, and the threshold can be adjusted accordingly to remove underage enrollees from the register. As a result, more than 200,000 ineligible voters, which includes duplicates and minors, have been selected and removed from the electoral register.

The system was successfully audited by experts from the independent body, ECOWAS-CEDEAO, giving credibility to Guinea’s electoral register. The voter’s card is also widely accepted as a general ID, reflecting Innovatrics’ contribution to develop responsible identity ecosystems in the service of development and humanitarian action for Africa and beyond. 1
