Summary In 2020, the Jamaican government began plans and trials to launch biometric voting. In 2022, Thales was announced as the supplier of the fingerprint identification system, and Pangea will provide the multimodal automatic biometric identification system (ABIS) as a whole, which will also comprise facial recognition software. It is possible that this effort will in the near future be combined with efforts to develop a (voluntary) biometric Jamaican National ID, which is being piloted in late 2022 and early 2023.

In 2020, Jamaica began trialling biometric voting systems. The following excerpts detail the supply of the systems by Thales and Pangea respectively. Thales will supply the Electronic Voter Identification System (EVIS) itself as well as training for the personnel. Pangea will provide the automated biometric identification system (ABIS). It appears both efforts will form part of a move to develop a (voluntary) Jamaican biometric national ID which is in the works and being pilotted but has been subject to controversy 4

The diversified French manufacturer is supplying handheld mobile voter authentication terminals and fingerprint biometrics software. The Electronic Voter Identification System (EVIS) is also designed to enable maintenance of audit logs and the generation of statistical data, according to the Observer. Thales will support the training of personnel on managing the system 1

Under the tender, Pangea will provide an integrated, centralized biometric system including installation and configuration, and the commissioning of a multimodal automated biometric identification system (ABIS) to verify voters with fingerprint and face biometrics. All hardware and software components will be provided by Pangea, including for dozens of biometric registration systems across the country 2
