本项目紧密结合纳雍县社会治理切实需求和规避重复建设的思路，以“走前列、创一流”的标准，以“全域覆盖、全网共享、 全时可用、全程可控”为目标，以数据为中心，充分利用先进的云计 算、大数据、物联网、人工智能等技术，按照“统筹规划、消除盲区、 优化布局、提升质态、资源整合、联网共享、创新应用”的基本策略， 有重点有步骤地推进公共安全视频监控建设联网应用。切实满足政府 职能部门、社会公众视频应用需求。基本实现“全域覆盖、全网共享、 全时可用、全程可控”的总体目标。

全域覆盖。重点公共区域、部位视频监控覆盖率达到 100%，新建、改建高清摄像机比例达到 100%；重点行业、领域的重要部位视频监控覆盖率达到 100%；公共安全视频监控基础数据及时 采集更新，前端摄像机“一机一档”建档率及点位地理信息标注率达 到 100%；各级公安、综治信息平台规范化建设达标率达到 100%。

全网共享。分级有效整合各类视频图像资源，促进点位 互补、网络互联、平台互通。重点公共区域视频监控联网率达到 100%； 重点行业、领域涉及公共区域的视频图像资源联网率达到 100%。

2.2.4→全时可用。重点公共区域安装的视频监控摄像机完好率 达到 98%，重点行业、领域安装的涉及公共区域的视频监控摄像机完好率达到 95%，实现视频图像信息的全天候应用。

2.2.5→全程可控。公共安全视频监控系统联网应用的分层安全体系基本建成， 实现重要视频图像信息不失控，敏感视频图像信息不泄露。

2.2.6→纳雍县“雪亮工程”需首先保证在前期公安已建资源的基础之上的扩展和深化，保障投资的合理性及有效性，保证技术的先 进性，确保此次建设能继续发挥前期已建视频资源的优势，并完善前期建设的功能；其次，认真梳理监控布防需求，持续加大对全县重点 公共区域、治安防控薄弱区域的监控覆盖面，最终实现在全县建立一 个“全域覆盖、全网共享、全时可用、全程可控”治安防控体系新格局。1
