<blockquote>2003年以来，温州市龙湾区治安动态网络视频监控系统的建设和应用取得了较大的成效，但是，监控点的面不够广、点不够多，社会监控资源整合度不高，监控盲区较大，监控录像清晰度不够高，导致目前已有的监控系统远远不能满足公安实战需求。同时，随着经济建设和各项社会事业均快速发展，外地人员流动人口不断增多，社会治安复杂。
针对公安行业的网络需求，本系统应设计为一个开放式、可集成的监控系统，采用国际先进技术，即可独立工作，又可与其它系统实现集成联动，并实现信息交换、信息共享，以实现公安局整个治安系统的安全、高效、智能、节能。系统的具体设计应以“实用性、可靠性、先进性、可扩展性”为指导思想。[[CiteRef:: noauthor_2022_2022-3]]
