In order to gain access to social services and other state privisions, persons in Barbados will need the new Trident ID card. Initially, fingerprinting was a mandatory part of this process, however there has been some backlash. It is unclear whether these elements will be mandatory, but like other national digital ID programmes, the capability is there.

As per the information, a new digital card will be replacing two existing cards such as laminated identification and drivers’ licence, and all the citizens of Barbados will have the new identity card for their respective recognition or something else. Further, the digital cards would consist of the fingerprints of their respective citizens, and the medical information will also be embedded in the digital cards 2

Senator McConney said: “I am hoping that we have cleared up the matter on fingerprints. One it is not required. Two, if you choose to, opt in to do it. And once you do opt-in, we use a hashed; your original fingerprint isn’t stored anywhere in the system. There are others who have raised questions about biometrics, things like facial recognition. “Our Smart Card will not be using any biometric other than your photograph for facial recognition which is the same thing that exists on your passport, it exists on your current ID form, it exists already on your driver’s licence so we are introducing nothing new. “And so I understand the concerns of many out there but I just wanted to share with you… that there is nothing nefarious, there is nothing significantly different than what you would have provided before, and for those things that are we are taking due care.” Senator McConney also indicated that a citizen’s health information would also not be stored on the new identification card. She said at present there is no direct linkage to medical information and noted that when it becomes possible for that link to be made at a later stage, it will be done with the proper safeguards in place 4

The Minister continued: “Each of those sub-systems are required to work seamlessly together for the collection of registration data, validation of identity credentials, card processing and production, quality assurance all the way through to the delivery and pinning of the cards. With that, it must be noted that it is envisioned that, over time, the Trident ID Card will become the cornerstone for all government services and create opportunities for new methods of service delivery.” He further pointed out that despite the delays government would continue to work assiduously with the vendor and overseas partners to resolve the challenges to satisfaction of the public 1
