Construction goals:

（1）全域覆盖，城区公共区域覆盖率达到100%；乡镇公共区域覆盖率达到100%；居民小区、秀美乡村、自然村覆盖率达到100%；重点行业、领域视频监控覆盖率达到100%；公共安全视频监控基础数据及时采集更新，前端摄像机“一机一档”建档率及点位地理信息标注率达到100%；各级公安、综治信息平台规范建设达标率达到100%。

（2）全网共享，城区及乡镇公共区域监控联网率达到100%；居民小区、秀美乡村、自然村监控联网率达到100%；重点行业、领域视频监控联网率达到100%。

（3）全时可用，城区及乡镇公共区域视频监控摄像机完好率达到98%；居民小区、秀美乡村、自然村视频监控摄像机完好率达到98%；重点行业、领域视频监控摄像机完好率达到95%，实现视频图像信息的全天候应用。

（4）全程可控，公共安全视频监控建设联网应用系统联网应用的分层安全体系基本建成，实现重要视频图像信息不失控，敏感视频图像信息不泄露。1
