Huawei has a high level of influence in Zambia, having funded many developments in the country for which the state is in debt to them for. One of the elements of this relationship is the deployment of safe city software. This includes a data center from which egovernance is carried out, ICT networks, and a network of cameras. While it is not clear that the cameras have facial recognition, it is likely that they have this capability, as they seem to suggest that they will charge motorists based on identification. In Zambia, as in Uganda, Huawei technologies have reportedly been used to spy on political opponents, according to an investigation carried out by the Wall Street Journal 4

Huawei proposal will supply Smart Street, Market and Bus stop Lights that have electronic billboards to maximise income from advertising. The Chinese company will also install cameras to be used for 24 Hrs security surveilance at markets and bus stops.The Cameras will also be used to monitor car parks in the Central Business District and charge motorist based on video captures away from manual man approach of staff demanding and receiving cash payments from motorists 1

The data center will be used for egovernance

The data center is a $75 million facility, and it is likely that the remaining $365m will be spent on a computer assembly plant at the same site in Lusaka, as well as on the rest of the first phase of Smart Zambia 2030 initiative. 3

To ensure the development of secure, efficient and interoperable systems between departments the Zambian government set out plans to build and promote a “Smart Zambia.” The government determined that progress into the digital age would involve the use of innovative technology to advance a national informatization program for eGovernment, eCommerce, and IT talent. 2

The ICT equipment includes smart video teaching from Huawei.

Ben, this story’s second protagonist, was assigned to take part in the Smart Zambia ICT training project. Using electronic whiteboards, teachers and trainees can engage in discussions using remote video though Huawei’s smart teaching system 2
