In 2017, the U.S transferred automated fingerprinting systems to the Belize Police Department. They also provided training for the officers.

On December 4, the U.S. Embassy transferred 14 new Automated Fingerprint Identification System (AFIS) terminals, valued at approximately $430,000 USD, to the Ministry of Home Affairs and the Belize Police Department. Chargé d’Affaires, a.i. Adrienne Galanek and Minister of State for Home Affairs Elodio Aragon signed the official handover documents at Police Headquarters in Belmopan 1

The Government of Belize first invested in AFIS in 2002. These additional terminals, software upgrades, and an associated server, donated by the Government of the United States, allow Belize’s AFIS network to be truly nationwide, with a terminal in each district office, the Police Training Academy, and other key sites. The United States also provided training in Belmopan for police officers, Scenes of Crime technicians, and Police Academy instructors, who will be responsible for further training. Personnel can now conduct automated fingerprint searches against the central database, store electronic images, and electronically exchange fingerprints and responses at any time of day, 365 days a year. Since 2008, the United States has contributed over US $42 million to advance citizen security, economic prosperity, and good governance in Belize through our Central America Regional Security Initiative (CARSI) 1

In 2019, the police reported to local news that they had installed new cameras around Belize City, some of which had facial recognition and license plate recognition capabilities. It was also reported that the Republic of China (Taiwan) was helping to install an additional 100 cameras.

Also in 2019, Belize VU, a company in Belize, donated cameras and a surveillance system to police in Benque Viejo. The system is detailed as having facial recognition capabilties.

Benque Viejo police received sixty-thousand dollars worth of surveillance cameras. The donation was made by a security tech company called Belize VU and the technology and infrastructure for the project was developed by its sister company called Alternative Networks. A total of fourteen cameras were handed over today to the Benque police which will be connected to one local network that will be monitored and recorded by the police and Belize VU. Javier Gutierrez, Representative, Belize VU: “The cameras that are being used are real high tech cameras; you can research and Google it. So we can safely say that Belize is at par with any of the bigger, developed nations in respect to technology and cameras. So we are really stepping up with technology so that Belize can really be there. And we can proud of the fact that wherever you are, those cameras will detect you. They have the capability of detecting license plates, they have the capability of detecting facial recognition and so much more. they have infrared. So even though it is dark, with the little spec of light, it can make sure that your face is visible.” 3

There is a police cooperation agreement between Taiwan and Belize since 2017. They also provided infrared cameras during COVID19. 4
