Summary A proposal recommends that South African children undergo "reregistration" at age five, capturing a comprehensive set of biometric data, including fingerprints, iris scans, facial images, and possibly ear pictures, to prevent identity theft. This initiative is part of measures to enhance the security of personal identification from an early age. Additionally, it suggests lowering the age for digital ID applications from 16 to 10 years to facilitate smoother educational transitions. The Department of Home Affairs (DHA) also proposes modifying ID numbers to accommodate non-binary gender identities, aiming to protect against the misuse of deceased children's identities by foreigners.

Description[ ]

When children turn 5 years old, the proposal aims at reregestering children. This includes taking facial images, iris scans, pictures of the ears, and fingerprints. This is done to stop identity theft.

The report reveals that the reregistration of children will entail the comprehensive collection of some of their biometric data at birth including fingerprints and iris scans.

“Children must be reregistered when they reach age five with ten fingerprints and iris and facial photographs,” it added.

Another recommendation by the DHA is for the age of application for a digital ID to be slashed from 16 to 10 so as to reduce the likelihood of matriculants having to take admissions examinations without a smart ID card. The department is also proposing changes to ID numbers in order to provide room for persons who do not fall under either the male or female sex category, the report adds. 2

When they turn five years old, South African children should be "reregistered" with the government, with a comprehensive set of biometric data captured, the department of home affairs (DHA) has recommended. That, it says, is the way to stop foreigners stealing the identities of dead children. 3
