本次项目建设 600 个天网点位，布局采用科学、合理的布点规划方法是构建严密的城市联合防空体系的基础，在布点规划时需按照“全局成环、断面封闭、出入有影、行迹可寻”的原则，统筹兼顾各警种需求，并以“圈块格线点”布防模型为出发点，通过“围圈、切块、分格、连线、定点”的划分方式，对城市整体进行统一规划布局。在前端感知分系统布点规划过程中根据“圈块格线点”模型特点，并综合考虑地区行政划分、地形地貌特点、案件高发区等因素进行合理规划。1

本次项目建设 1400 个云眼点位，云眼前端建设用于支撑社会面监控视频资源服务，与视频专网上的监控平台通过网络隔离设备实现安全连通，使经过授权的其他用户能够调阅任意社会视频监控资源，发挥规模效应，有效弥补建设资源不足、监控盲点等问题，达到充分利用视频资源的目标。本次云眼前端部署主要针对治安防控能力弱、覆盖不达标的自然村等场景进行点位覆盖。1
