为扎实推进公共安全视频监控建设联网应用工作，推动城乡视频监控连接贯通，整合各类视频监控资源，推动政法专业数据、政府部门管理数据、公共服务机构业务数据、互联网数据集成应用，创造更多利 益契合点、共赢新亮点，发挥视频监控资源的整体效能，按照“党政领导、综治牵头、公安负责、部门配合、社会参与”的工作格局，恩平市雪亮工作小组负责建设恩平市公共安全视频图像信息汇聚共享平台， 将全区各类公共安全视频监控资源，通过汇聚共享平台汇聚，并与市级公共安全视频图像信息共享总平台 形成全市统一的视频共享平台，各视频资源需求部门可按照相关视频资源管理办法的要求，通过共享平台按需查询、调阅、下载视频资源。

鼓励各部门利用共享平台的视频资源，结合本部门的业务需求和行业特点自行开发相关数据应用，充分发挥视频资源在反恐维稳、治安防控、应急处突、服务群众等方面的重要作用。

到 2022 年，基本建成涵盖恩平市、乡镇（街道）、村居（社区）三级公共安全视频监控联网应用体系， 实现视频图像信息交换共享平台按需联通、视频资源有效整合，达成“全域覆盖、全网共享、全时可用、 全程可控”的工作目标。

——全域覆盖。重点公共区域视频监控覆盖率达到 100%，新建、改建高清摄像机比例达到 100%；重点行业、 领域的重要部位视频监控覆盖率达到 100%，逐步增加高清摄像机的新建、改建数量。 ——全网共享。重点公共区域视频监控联网率达到 100%；重点行业、领域涉及公共区域的视频图像资源联 网率达到 100%。

——全时可用。重点公共区域安装的视频监控摄像机完好率达到 98%,重点行业、领域安装的涉及公共区域的视频监控摄像机完好率达到 95%,实现视频图像信息的全天候应用。

——全程可控。公共安全视频监控系统联网应用的分层安全体系基本建成，实现重要视频图像信息不失控，敏感视频图像信息不泄露。

通过本项目建设，整合现有公共安全视频监控系统，建立以人防、物防、技防相结合的公共安全视频监控网，充分实现各系统相互间的信息共享、互联互通、联动控制、集中管理，项目建设完成后，为全市社会综合治理、应急指挥提供强大的支撑。为整个恩平市机关提供服务，构建全时空大数据社会治安立体化防控体系，解决恩平市“防、控、服、管、稳、安”六大痛点，实现社会维稳的智慧恩平，把恩平打造成全国社会治安综合治理先进区县。1
