The work to build this system is being conducted by IDEMIA. It is being reported that a part of this project was funded by the Asian Development Bank. There seems to have been little movement on the project between 2012 and 2016, when the government selected a bidder to distribute the ID cards. Morpho was to provide 117,000 biometric ID cards in the second attempt at a pilot project.
